Comparison to Western Concepts: “Wēnbǎo” can be compared to the very bottom layer of
Maslow's Hierarchy of Needs (Physiological Needs). However, in Western discourse, the concept of a “living wage” or “making a living” often implies a higher standard than just “wēnbǎo.” A “living wage” might include funds for transportation, healthcare, and modest leisure activities. “Wēnbǎo” is more fundamental—it is the stark line between survival and destitution. It is the government's declared first step in its poverty alleviation programs, to be followed by the goal of
小康 (xiǎokāng), or a “moderately prosperous society.”
